Title: The Birds and the B Mesons: Rare Penguin Decays of the B Meson

Abstract: Without adequate guidance from theory, the
future of CP asymmetry measurements from penguin decays of the B mesons
relies on the current race to measure branching fractions of these rare
hadronic decays. The next generation of b-factories need these branching
fractions to identify the best candidates of over a hundred modes for measurement
once large samples are available. For a majority of these modes,
only upper limits are known. Decay modes like B+ -> K*+ Pi0 are potential
candidates for CP violation due to the multiple amplitudes contributing
to the decay (which opens the door for CP violation) and the potential
for a relatively high rate of production in future experiments. We
improve the 90% CL Upper Limit for the B+-> K*+ Pi0 branching ration by
one decade from 9.9E-5 to 8.06E-6.
